Chris Tan
Senior Consultant – Trade and Customs Affairs
Chris Tan is a respected veteran of the Customs Service in Singapore, having served for 30 years on various trade missions and enforcement postings, both locally and internationally. Chris accumulated a network of contacts in government and private sectors in various countries. These countries include Armenia, Australia, Azerbaijan, Belgium, Republic of Georgia, Indonesia, Ireland, Kazakhstan, Kyrgyzstan, Mongolia, Mozambique, Tajikistan and Uzbekistan.
Chris retired from the Customs and Excise Department in year 2000 as its Divisional Director of Enforcement. However, he was approached by various institutions seeking his invaluable advice and vast experience on trade-related issues. Convinced that he can still contribute to the nation’s economic well-being from outside the civil service, Chris emerged from his hiatus in 2003 by accepting a consultant post at Drexsal Consulting.
Currently, Chris is sharing and imparting his experiences and knowledge at the International Trade Institute of Singapore (ITIS) as a lecturer on trade courses. He is working as a consultant for PIBC on a project basis in areas of cross border enforcement strategies, regional Customs logistics operations, IPR issues and impact of FTAs on regional trade patterns.

Dato' Hj Mohammed Adnan Bin Ariffin
Senior Consultant – Trade and Customs Affairs
Dato' Hj Mohammed Adnan Bin Ariffin served in the Royal Malaysian Customs for over 33 years until his retirement in December 2006 as Director of Preventive Division.
Dato' Adnan had served in various capacities both in the field and in planning and operational roles. His formal appointments in RMC includes heading the Special Investigation Branch (1996-2000), Marine and Logistics Branch (2000-2004), Anti-Narcotics Branch (2004-2005) and finally Director of Preventive Division (2005-2006).
Due to his vast experience and exceptional ability, he has been appointed to spearhead various committees to help reorganize the many branches to ensure efficiency and raise the standard of professionalism among staff. It is no coincidence that the branches he headed saw an increase in performance and staff morale.
In recognition of his outstanding service and contributions to the Royal Malaysian Customs, he was awarded the Certificate Of Merit by the World Customs Organisation in 1995. In October 2006, he was conferred by the Sultan Of Pahang the Darjah Indera Mahkota Pahang (DIMP) which carries the title of Dato'.

A K Moorthy
Senior Consultant – Corporate Security
Moorthy served a distinguished career as an officer in the Singapore Armed Forces. He has held senior command and staff positions in the Singapore Armed Forces (SAF), Singapore Civil Defence Force (SCDF) and Ministry of Home Affairs (MHA).
Upon retirement from the SAF as a Major in 1990, Moorthy was employed by CISCO Auxiliary Police and later as Security Consultant by CISCO Security Pte Ltd. He had trained officers who are responsible for the security of banks, financial institutions, critical infrastructure, VIP residences and protection of premises belonging to government, statutory board and private sector organisations.
Moorthy also performs security planning, threat/risk assessment and security audits for government and private sector organisations, having managed security projects and security audits for various organizations in the public and private sectors. These include critical infrastructure, government installations, computer data centres, reservoirs, waterworks, international telephone exchange, manufacturing plants, commercial buildings, retail outlets, warehouses, a juvenile correctional home and educational institutions.
Moorthy is a Member of ASIS International and a Fellow of both the Security Institute, UK and the International Institute of Security & Safety Management.
He has received numerous awards and decorations, amongst them the Public Administration Medal (Bronze) awarded by the Singapore government and the ASIS International Region 32 Distinguished Achievement Award for the Certified Protection Professional Programme.

Jeffery Ang
Senior Consultant – Training & Development
Jeffery Ang has extensive experience in training and investigation. He started his training experience in Police Head Quarters assisting in the setting up of the Areas Command Training Unit responsible for the development of in-service training for officers in all Police Divisions. He developed and conducted many training programs like crowd control, bomb sweep and special field tactics adapted from the training conducted by LAPD SWAT, the vanguard of such specialized units in USA and around the world.
Jeffery’s vast experience originates from his various postings such as secondment to the Commercial Affairs Department where he was involved in investigating major fraud cases and leading the newly formed Intellectual Property Rights Warrant Enforcement Unit in CID where conducted many successful major operations. He was appointed Training Officer for CID, developed and pioneered the Interview Techniques Courses conducted by CID for all Police Investigators and other Government agencies and later helped set up the new School of Criminal Investigation for CID. Jeffery also served as Trainer and Training Research, Curriculum Development & Evaluation Officer, having received two Director CID Awards.
Upon retiring from the Singapore Police Force, he became the training provider for the Investigative Interview Techniques and Specialist Investigation Courses at the Civil Service College
Jeffery joined the Sentosa Leisure Group in Jan 2003 as Head of Loss Prevention overseeing the security & investigation functions of Sentosa Cove, Sentosa Golf Club, Tourism Academy, Retail, F&B, Events & Attractions and Island security. He developed and implemented the prosecution system, investigation branch, cluster CCTV and integrated security system for Sentosa Cove, Sentosa Golf Club and the new water show complex at Sentosa’s Palawan Beach. He received a Commendation for his outstanding service on Sentosa in 2006 from the Singapore Police Force.

Professor Michael M. Berlin, J.D., Ph.D.
(Special Advisor – Law Enforcement)
Professor Berlin has extensive teaching, law enforcement, legal and police training experience. He received his B.A. and M.A. in psychology from the Johns Hopkins University in 1975; served as a Baltimore Police Officer in the Patrol and Community Affairs Divisions from 1975 to 1978; received his J.D. from the University of Maryland School of Law in 1979; and was admitted to the Maryland Bar later that year. He was engaged in the private practice of law for the next 15 years, established a successful practice and continued his education. He completed the Johns Hopkins Fellows in Change Management in 1990 and additional specialized workshops at the National Training Laboratories (NTL) in Bethel, Maine.
Prof. Berlin received his doctorate in Public Policy at the University of Maryland at Baltimore Graduate School in December, 2006. He specializes in law enforcement, criminal justice and management issues. He is currently a Professor of the Criminal Justice at Baltimore City Community College, directs the college’s criminal justice program at the Baltimore Police Academy and teaches extensively at the academy. He also conducts seminars and workshops at the International Law Enforcement Academy (ILEA), Roswell, New Mexico and at other federal, state, and local law enforcement agencies in the US.
Courses which he offers to both public and private sectors include Criminal Law and Procedure, Management Concepts, Organizational Dynamics, Problem Solving, Policing Strategies, Law Enforcement Techniques and Criminal Justice Issues. The courses incorporate an adult learning approach and strive to develop critical thinking skills among participants.
Prof. Berlin is a member of the International Association of Chiefs of Police (IACP), Academy of Criminal Justice Science (ACJS), the American Bar Association (ABA), the Maryland State Bar Association (MSBA) and Organizational Behavior Teaching Society (OBTS). He has travelled to Europe, Central America and South East Asian countries extensively and has a good understanding of the business and law enforcement operations in countries such as Singapore, Malaysia, Indonesia and Thailand.
